The governments of Rwanda and Guyana have signed a bilateral air services agreement (BASA) aimed at strengthening aviation cooperation. The signing took place during the 42nd Assembly of the International Civil Aviation Organization (ICAO), held in Montreal, Canada.
This agreement creates new opportunities for RwandAir, Rwanda’s national carrier, to expand its routes and access Guyana’s airspace in the northern part of South America. On the other hand, Guyana’s national airline will also gain access to Rwanda’s skies, a move that is expected to promote stronger people-to-people connections, boost trade, and open the door to untapped opportunities that could foster sustainable development for both the Caribbean and Africa.
Strengthening Aviation and Trade Ties
The agreement was signed by Rwanda’s Ambassador to Canada, Prosper Higiro, and the Director General of the Guyana Civil Aviation Authority, Lt. Col (Ret’d) Egbert Field.

Both officials described the deal as a major step forward in strengthening bilateral relations, facilitating travel, promoting trade, and deepening cooperation in civil aviation. So far, Rwanda has signed more than 110 BASA agreements with countries across Africa, the Middle East, Europe, Asia, and the Americas.
Expanding Diplomatic and Development Partnerships
The deal with Guyana marks a milestone in the growing partnership between the two countries, which established diplomatic relations in August 2022.Over the past three years, Rwanda and Guyana have pledged to build stronger ties in various sectors, including education, healthcare, and overall development.
Both nations have also committed to supporting each other in international forums, consistent with their shared membership in global organizations such as the United Nations.
